Those tyre ruts look like Ground Under Repair (GUR) — if the committee has marked this area or it's clearly been designated as such, you're entitled to free relief under Rule 16.1. Even if not marked, the churned-up cart tracks themselves may qualify as GUR; check with your committee. If it's not GUR, those leaves are loose impediments you can shift for free before taking your lumps.
