Your ball is snuggled up against that tree like it's looking for a hug — the fence behind makes a full swing basically impossible. You can hack it out sideways if you fancy, but declaring it unplayable (Rule 19) for one penalty stroke is the sensible play here — drop within two club-lengths no nearer the hole, or go back on the line.
